State Authorization
Frontier Nursing University (FNU) is compliant with federal and state regulations that govern online programs. Information about FNU’s status in each state is listed below. Prospective students should review regulatory information and professional licensing requirements in their state of residence.
STATE POST-SECONDARY EDUCATION DEPARTMENT INFORMATION
NC-SARA
FNU is approved by the Kentucky Council on Postsecondary Education to participate in the National Council for State Authorization Reciprocity Agreements (NC-SARA). NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education.
As an approved SARA institution, FNU only needs home state authorization to offer distance education to students residing in any other SARA member state. SARA member states can be viewed on the NC-SARA map.

The following is a list of requirements for the two states not currently participating in NC-SARA.
California
FNU is exempt from registration with the California Bureau for Private Postsecondary Education as we are a nonprofit, degree granting school accrediteted by the Southern Association of Colleges and Schools, pursuant to California Education Code, Title 3, Section 94874(2)(c).
Massachusetts
FNU is not required to seek licensure with the Massachusetts Department of Higher Education as we do not meet the definition of physical presence, pursuant to 610 CMR 2.04.
Alabama
FNU is approved by the Alabama Board of Nursing to conduct clinical learning experiences in Alabama, pursuant to ABN Administrative Code Chapter 3, Section 610-X-3-.04.
Alaska
FNU is exempt from authorization with the Alaska Board of Nursing as we are a nationally accredited out-of-state institution, pursuant to AS 14.48.030(b)(7) and 20 AAC 17.015(a)(5).
Arizona
FNU is exempt from authorization with the Arizona State Board of Nursing since the university has no physical presence in Arizona, pursuant to A.R.S. 32-3001 (5).
Arkansas
FNU is approved by the Arkansas Board of Nursing to engage in clinical education in Arizona, pursuant to R4-19-502 and ARS 32-1631.
California
FNU is not required to be licensed by the California Board of Registered Nursing as we are a post-licensure nursing education program, pursuant to California Education Code Title 3, Section 94874(j).
Colorado
FNU is not required to be licensed by the Colorado Department of Regulatory Agencies (Division of Profession and Occupations, Board of Nursing) as we are a post-licensure nursing education program, pursuant to C.R.S. 12-38-116.
Connecticut
FNU is approved by the Connecticut Department of Public Health, Board of Examiners for Nursing, pursuant to the R.C.S.A. Section 20-90-59.
Delaware
FNU is not required to be licensed by the Delaware Board of Nursing, pursuant to Nursing Education Program Definition, DAC Title 24, § 1902 (2)(q).
District of Columbia
FNU is approved by the District of Columbia Board of Nursing pursuant to DCMR 17-5611.
Florida
FNU is not required to be licensed by the Florida Board of Nursing as we are a post-licensure nursing education program, pursuant to Florida Statutes, Title XXXII, Chapter 464.019.
Georgia
FNU is exempt from registration with the Georgia Board of Nursing as they do not regulate out-of-state institutions, pusuant to GA R&R 410-8-.01(2).
Hawaii
FNU is not regulated by the Hawaii Board of Nursing; therefore, authorization is also not required with the Department of Commerce and Consumer Affairs; pursuant to the Hawaii Revised Statutes, Chapter 305.
Idaho
FNU is exempt from registration with the Idaho Board of Nursing, as they currently do not regulate nursing programs located outside Idaho.
Illinois
FNU is not regulated by the Illinois Center for Nursing; therefore, authorization is also not required with the Illinois Board of Higher Education. FNU meets the description of an institution with Limited Physical Presence as defined under 23 Illinois Administrative Code Section 1030.10.
Indiana
FNU is exempt from registration with the Indiana Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to:

Iowa

Kansas
FNU is exempt from authorization with the Kansas Board of Nursing, pursuant to K.S.A. 65-1133.
Kentucky
FNU is approved by the Kentucky Board of Nursing to offer degree programs and certificates, pursuant to 201 KAR 20:360.
Louisiana
FNU is approved by the Louisiana State Board of Nursing, pursuant to LAC 46:XLVII Chapter 45.
Maine
FNU is exempt from authorization with Maine Board of Nursing as graduate nursing programs are not regulated.
Maryland
FNU does not report to the Maryland Board of Nursing as their approval is based on Maryland Higher Education Commission (MHEC) approval. Since FNU is now an NC-SARA approved institution, we no longer report to MHEC.
Massachusetts
FNU is not required to seek licensure with the Massachusetts Board of Registration in Nursing as we do not meet the definition of physical presence, pursuant to 610 CMR 2.04.
Michigan
FNU is not required to seek licensure with the Michigan Board of Nursing as we do not meet the definition of physical presence.
Minnesota
FNU is exempt from registration with the Minnesota Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to MAR 6301.2340 subpart 1.
Mississippi
FNU is a private, non-profit, postsecondary institution; therefore, we are not regulated by the Mississippi Board of Nursing, pursuant to Mississippi Code, Title 75, Chapter 60(1)(g).
Missouri
FNU is exempt from registration with the Missouri Board of Nursing as they currently do not regulate graduate level nursing programs.

Montana
FNU is exempt from registration with the Montana Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to ARM 24.159.608.
Nebraska
FNU is exempt from registration with the Nebraska Board of Nursing as they currently do not regulate graduate level nursing programs; pursuant to Neb. Rev. Stat. §85-2407.
Nevada
FNU is exempt from registration with the Nevada Board of Nursing as they currently do not regulate graduate level nursing programs.
New Hampshire
FNU is exempt from registration with the New Hampshire Board of Nursing as they currently do not regulate graduate level nursing programs.
New Jersey
FNU is not required to seek licensure with the New Jersey Board of Nursing as we do not meet the definition of physical presence,pursuant to NJAC 9A:1-1.2 (Definition of Physical Presence).
New Mexico
FNU is exempt from registration with the New Mexico Board of Nursing as they currently do not regulate graduate level nursing programs; pursuant to NMAC 16.12.3.11(B).
New York
FNU is approved by the New York State Education Department, Professional Education Program Review as they are the only agency that regulates nursing education programs.
North Carolina
FNU is not regulated by the North Carolina Board of Nursing as program approval is not required for out-of-state graduate programs.

North Dakota
North Dakota Board of Nursing does not regulate post-licensure programs, but we are approved to offer MSN and PGC, pursuant to NDCC 43-12.1-17.
Ohio
FNU is exempt from registration with the Ohio Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to Ohio Administrative Code, Chapter 4723-5.
Oklahoma
FNU is exempt from registration with the Oklahoma Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to OAC 485:10-5-12 (c).
Oregon
FNU is approved by the Oregon Board of Nursing, pursuant to OAR 851-021-0090.
Pennsylvania
FNU is exempt from registration with the Pennsylvania Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to Pennsylvania Code § 21.51.
Rhode Island
FNU is exempt from registration with the Rhode Island Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to RI Code § R5-34-NUR/ED, 14.1.
South Carolina
FNU is exempt from registration with the South Carolina Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to SC Code § 59-58-30.
South Dakota
FNU is exempt from registration with the South Dakota Board of Nursing as we do not meet the definition of physical presence, pursuant to SDCL 13-48-43.
Tennessee
FNU is approved by the Tennessee Board of Nursing, pursuant to T.C.A. § 1000-01-.05(4)(b).
Texas
FNU is exempt from registration with the Texas Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to Texas Nurse Practice Act § 301.157.

Utah
FNU is approved by the Utah Board of Nursing, pursuant to Utah Administrative Codes R156-31b-609 and R156-44a-609.
Vermont
FNU is exempt from registration with the Vermont Board of Nursing as out-of-state distance programs (pre-licensure and post-licensure) are not under the jurisdiction of the Vermont Board of Nursing.
Virginia
FNU is exempt from registration with the Virginia Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to 18VAC90-27-10, Definition of Nursing Education Program.
Washington
FNU is approved by the Washington Nursing Care Quality Assurance Commission, pursuant to WAC 246-840-510.
West Virginia
FNU is exempt from registration with the West Virginia Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to WV Code § 19-1-2.15, Definition of New Program.
Wisconsin
FNU is exempt from registration with the Wisconsin Board of Nursing as they currently do not regulate graduate level nursing programs, pursuant to the Wisconsin Administrative Code Chapter N 1.06.
Wyoming
The Wyoming Board of Nursing does not have a formal approval process for post-licensure online distance education programs, but institutions are required to register with the Wyoming Department of Education.
